Strategy and alignment
- Are energy and decarbonization objectives defined and prioritized with clear accountability for each at the executive level?
- Does each objective have a clear target and a defined project?
- If execution constraints force trade-offs, is it clear objectives are vital and which can be deprioritized?
The roadmap
- Is there a phased roadmap with milestones to assess progress – and has it been tested against external constraints?
- Has the roadmap been translated into facility‑level requirements, with clear timelines and rationale for the required changes?
- Has a community stakeholder map been developed with a plan for engagement and participation?
Capital projects
- Have specific facility level capital projects been identified and prioritized based on execution risk and priority objectives?
- Has an evaluation for community equity been conducted?
Infrastructure
- Have the following factors been considered in the execution risk prioritization:
- Grid access, transmission availability and interconnection timelines
- Utility capacity – power, water, cooling, hydrogen and CO2 handling
- Physical logistics – port capacity, road ratings and pipeline availability
- Community consent – equity, employment, wealth sharing.
Permitting and policy
- Which permits are most likely to influence project timelines and how are they being managed?
- Have permitting timelines been assessed against a range of realistic scenarios and likelihoods?
- Have the key policy, regulatory and market dependencies been identified and does the strategy remain viable if they change?
Contracts and supply
- Are long-term offtake, feedstock and utility contracts aligned with project schedules?
- Are assumptions about credit monetization, incentives or mandates contractually secured?
- Which other inputs (water, hydrogen, CO2 storage) are most critical to long‑term performance and how are they being secured?
Execution capacity and workforce
- How will execution capability and resources be prioritized if multiple projects progress simultaneously?
- Have the skills, competencies and experience required to deliver each project been identified and appropriately resourced based on any local content requirements?
- Are project timelines, priorities and resource plans aligned with the organization’s available execution capacity?
Stress-testing and strategy
- Has the strategy been assessed against likely scenarios and is there a framework for adjusting execution if conditions change:
- delayed grid access
- permitting appeals, litigation or community opposition
- supply chain disruption or workforce shortages
- commodity price swings or offtake contract failure?
